BIOTECSUR is a cooperative initiative between the European Union and MERCOSUR born in 2005, with the goal of promoting a regional platform in Biotechnologies. Its main goal is the development of concrete R+D actions focused priority areas for the region.

  Specific goals:

  Seize, in a sustainable way, the natural Resources of MERCOSUR such as biodiversity, water and arable lands as well as temperature range.

Strengthen and exploit efficiently scientific and biotechnological capabilities of MERCOSUR.

Promote innovation, boosting capacities of business and sci-techs sectors and consolidating links between them.

Ensure MERCOSUR funds stimulating international co-funding and collaborations for the growing development of regional Biotechnology.  

Regional coordination strategies:

• Set up of a strategic plan for the development of regional biotechnology aiming at agreed proposals in order to fosterbiotechnologies applications in the productive branch.

• Support the process of harmonizing regulations among MERCOSUR member states.

• Support to the development of technology parks and business incubators to strengthnening and increasing the number of innovative companies from the biotechnological field.

• Encourage the development of practitioners network, companies, and organization in the región and their links with similar initiatives.

• Implementations of MERCOSUR ¨One stop shop¨ for the submission of regional projects for funding and/or grant schemes.

• Boost common R+D projects between MERCOSUR and the European Union.

Working structure

The BIOTECSUR PLATFORM COMMITTEE (CPB) which depends of the MERCOSUR SPECIALIZED MEETING IN SCIENCE AND TECHNOLOGY acts as the advisory and technical body for BiotecSur Platform´s activities. The MERCOSUR and EUROPEAN UNION through the Financing Agreement DCI-ALA/2012/023-134 and amending documents, undertake cooperative activities in the Biotechnological field (BIOTECH II Project).

The DELEGATION OF THE EUROPEAN UNION in Asunción, Paraguay is responsible of monitoring and validating the activities and procedures performed by the MANAGEMENT UNIT, based in the Ministry of Science, Technology and Productive Innovation as the Project´s CONTRACTING AUTHORITY
